Steps
Open the Fine Tunning Tool
Play the video or navigate the cue points until you find the start of the chapter you want to create. At that point press the Add Chapter button.
The Chapters section will unfold with the new chapter set at the time the video was paused
Over the "New Chapter" text, write the chapter description and if you need to adjust the time, click over the time and write directly the changes.
finally, remember to Save any changes on the Fine Tuning Tool
